Question Poor performance on good hardware

I bought an Alienware M17 R2 in January, RTX 2070 max q, 16 gb ram, i7-9750h. I've noticed an awkward stutter and graphical issues while running a game. These issues are most noticeable when my pc needs to load a lot of textures, such as in a crowd setting or in a dense city. Tweaking graphics settings does not seem to help, this issue seems unrelated to a lack of performance capability and more to do with some weird inability for my computer to load resources correctly. For example, texture pop is painfully noticeable in certain situations across many demanding games. On top of this, I've had temporary success with some tweaks or settings changes. I'll have promising results, then things will seemingly regress. I might not be articulating this issue perfectly, I'm bad w jargon, but I can provide any additional info if anyone has any ideas.

Just some quick info, I've tried moving my game from my d drive to my os's c drive, zero improvement. disabling quick startup seemed to help a lot, but not permanently.

Use Task Manager and Resource Monitor to observe system activity and performance.

Use each tool but only one at a time.

Determine what resources are being used, to what extent (%) they are being used, and what is using the resource.

Observe when system is idle, while doing light work or browsing, and lastly while gaming as usual.

at idle w task manager: cpu 16%, memory 25%, disk supposedly at 0%

at idle w resource monitor: cpu, network and mem. usage barely register on graphs, disk usage is all peaks/lows, no stability and constant activity.

ill send in-game results asap, sad to say ive never used resource monitor somehow but im assuming my disk usage is abnormal?

According to resource monitor, my cpu is at roughly 70-75% in a hi demand situation where i normally have trouble. memory usage is about 55%, disk usage peaks and drops, but seemed a little more stable than in idle for some reason. my vram usage is supposedly at about 50% according to the in-game menu.

Task manager results are very similar, but a little less consistent. 75% cpu, 55% memory usage, 75% gpu usage.

the game tested is on an m.2 drive, my os drive. Moved from d to C (os) drive, didnt really help. should be 2x8gb, pretty sure the manufacturer doesnt do 1x16. how would i check without cracking the case?

Been tinkering non-stop. After clean reinstalls and toggling bios options, plus a dozen other tweaks, comp runs great. It'd be an essay to describe the issue, but it's resolved.
