Poor performance on older games (Mirror's Edge, The Witcher 2) when run at high settings on new pc build, advice appreciated

I recently built a new computer,and spent around $800 total. However, when I try to run certain games (Mirror's Edge, The Witcher 2) on high settings, 1920x1080, the fps drops considerably. I played the Star Wars Battlefront Beta and it ran very smoothly on high settings though, so I am not sure what the issue is with other games, especially since those other games are much older than the new Star Wars game. The specs on the pc are Geforce GTX 960 SC 4GB, Intel Core i5-4590, Seagate 1TB HDD, Gigabyte LGA 1150 Intel B85 Motherboard, and 8 GB ram, running windows 10. I am also using a TV as my monitor (Samsung Series 5 LED TV), which could be the issue. Any help or advice on how to get better performance, or if some of my parts are no good would be appreciated. Yes, I disabled ubersampling but the framerate is still consistently pretty low, less than 30 fps

 
Some games are not optimized for some resolutions. It happened to me with FEAR 1, which gave me dismal performance in 1080p, imodified resolution to get more than 100FPS. I have a G1 Gaming 980 Ti.
