Poor performance while gaming

As of yesterday I've been experience sluggish performance in general. Basically I was getting 350+ fps in CSGO, now i'm getting 90-150 and the game feels really choppy. My CPU usage will shoot up to 50% usage while just browsing and off and on while gaming, I hear the CPU fan start working hard. I'm currently assuming that it might have to do with my CPU, but i'm not 100% and would love some feedback or suggestions. I do notice that my GPU never exceeds 59°C so the fans never kick on (not sure if it ever did after i received my mobo replacement, but I do know it did before when I had the H90 installed and would be gaming). The only things that have changed since I noticed the poor performance was the mobo replacement, and the change from the usb sound card to on-board attachement. I've uninstalled the onboard sound drivers and disabled it via bios but that didn't make a difference & windows is a fresh install so I wouldn't think it's malware related.

I was having issues with my build that appears to have come down to my USB sound card, but I ended up RMAing my motherboard trying to zero in on the issue. While removing my H90 I somehow managed to break the bottom bracket forcing me to use the stock CPU cooler until corsair sends me my replacement, but I honestly don't know if my temps would have any effect. If anything I would've thought the extra generated heat would've had my gpu exceed 60°C but not even after an hour of gaming.
