Question Poor performance ?

Hello.
I wanted to specify my problems here even though I actually know what the problems are,but wanted more opinions from other people.
I got a new gpu recently,upgrading from a gts 450.
I got an rx 560,but the performance tbh is soo bad That I intend to sell it and go back to my gts 450.
I got 8gb of good old ddr2 at 800mhz.
My Motherboard is I think older than me(GF8200E)
my cpu is an x4 620 at 2.6ghz
My power supply is a 450w unknown brand and I got an samsung evo 860 ssd and a hdd .
I can play games at higher graphics but the performance is just bad.
In gta v I get the same fps on normal as in veru high due to the cpu bottleneck.
What do you guys thinks about this and how should I upgrade or fix these problems?

Only sensible fix: new CPU-MoBo-RAM combo.

Since no matter what GPU you upgrade to, all games are still held back what your X4 620 CPU can provide. Hence why you didn't see 0 improvement with RX 560 over GTS 450.

Though, best GPU for your build would be Radeon HD 7770. Anything better than that, and you'll be CPU bound.
