Poor Performing PC

I recently put together a $135 budget rig, and I got a Q6600, 7GB DRR2, 1.5 TB of hard drive space, and the last part I acquired was the 770, and before that I was using an ATI Radeon x1900xt Crossfire Edition from HIS, So I was expecting huge framerate increases. Right? Wrong. Even in CSGO, for some reason I was getting less than 60 fps on the same settings where my ATI card was getting 80+. In BO3 I am getting >30fps all low 1600x900. GTA 5, lowest settings, 1600x900, I was getting less than 26 fps for the entirety of gaming and the benchmarks. I really need some pointers on what could be wrong, because I really do not know why it is performing so poorly, even with a Q6600.(I tried overclocking, and it had basically the same performance, and tried a different OS, with no change) HALP

I uninstalled ATI Drivers already (With DDU)

In GTA 5 Lowest settings 900p
GPU temp: 35c (Keep in mind it is a Windforce card)
Usage: 14%
Clock Speed: 1136 MHz

CPU
Temp: 74C
Usage: 70-99%
Clock Speed: 2884 MHz (Overclocked)
