Poor Ping w/ AT&T U-Verse?

Hello! I have recently been having some issues with my AT&T U-Verse internet. Whenever I game on my PC, I always seem to have anywhere from 70 ping to 200 ping, and I've had upwards of 999 ping at certain times. Clearly this is unacceptable. I've been searching for other ISP's to see if that could potentially fix my issue, but I'm a bit wary of just making a switch, being as I have DirecTV and AT&T owns that, and also my phone carrier is AT&T. I talked with tech support today and he was telling me that I'm paying 59.99/month for internet, for 6mbps down, but if I pay 69.99/month, I can get 18mbps down. I'm not sure what to do, is that a good deal? Is it worth it? And will it lower my ping at all? Again, I'm new to all of this. Any help is appreciated!

I pay $30/month for 30mb up and down with Fios. Its a 2 yr contract.
