Poor quality picture - hdmi (dvi) vs hdmi (mhl)

Hi

I am using a Samsung LT24E390 screen connected to a surface pro 4. On the TV, HDMI port 1 is marked as HDMI (DVI) and HDMI port 2 is marked as HDMI (MHL).

I am using a display port to hdmi cable to connect the surface to the TV. When I am connected on port 1, I get a really good quality picture but when I am connected to port 2 using the same cable, I get a visibly poorer picture (text is not sharp, top and bottom areas of the screen are cut off).

My question is why the difference in quality and is there any way to correct this?

(I have also tested this with another pc I have using a hbmi to hdmi cable and am getting the same result)

Solution
It being cut off might just be an overscan setting issue and stretching would be the obvious reason that changed the quality. Check the tv settings for any scaling or scanning settings since it did the same on a pc.
