Pop-up to restart pops up after every boot.

After every boot I get a pop-up asking to restart to apply changes.

This is a fresh install.

Windows update is set to NOT allow updates.

I have manually installed windows updates.

I have only installed intel video drivers and realtek hdaudio drivers.

Any ideas?

As I said, you need to let Windows self update, and FORGET everything you remember from 7 years ago, totally different situation with these OSes since Vista. YES your right about Win8 is best for touch screen enviroments, there is a 8.1 update that is out too (you should do it) but the 8.2 this summer is expected to return the 'start' Orb again ala Windows 7 (the best of the three IMHO).

I am not sure what you mean 'network everything connected is clean' if you mean the Firewall stops / protects it, then your mistaken as that isn't the only element. Even accessing 'legitamite' websites (as happend) 'zero-day' exploits occur and infect those sites whom in turn infect any computer accessing them and so on. Nevermind the many...

Sure go right ahead, it won't do much though. Look mate, you may think this is a silly suggestion, but I've fixed more than my fair share of problems by doing exactly this. I'm trying to help you out, but if you're going to be a snarky ass about it then consider me finished.
 


Okay first off this is a VERY BAD way to run Windows these days (your thinking like it is XP). Since Vista, all Windows Updates are legit none will 'break' Windows, so there is no need to hand pick installs, INFACT that actually BREAKS Windows these days (trust me I done / seen this too many times to count!!!).

First turn back on Windows AutoUpdates (unless of course this is a torrented Windows copy then that would be another reason). Run all Windows Updates including options EXCEPT BING. Once that is done download and run Slim Drivers, make sure they are all up to date (you don't have to reboot till the last one is installed).

Second any computer connected to the Internet, with NO interaction (i.e. no webpage open, no downloading, etc.) by the user of a unprotected computer takes only 15 MINUTES before it is infected, even a 'fresh install'. Go to www.filehippo.com and download then do a full scan with AVG or AVAST! . Then download and do a full scan with Malwarebytes. Once both come up clean we can validate the "a bland windows resart box" isn't actually a malware 'pretending' to be Windows and you just been doing what it wants you to do.

Oh and FYI nice rig, but computers are NOT consoles, you just don't install Windows, drivers, and games and that is it. They are like cars, and require ALOT of maintenance, so YEAH you really need to do all these steps to get these things to work. If this all too much, turn away now and sell this rig and get a console, MUCH less work and MUCH less headaches.
 


Thanks. This isn't my first build though. just my first in about 7 years. Windows 8 is new and honestly awful for a desktop but great for a gaming console like you mention or a mobile device. thats another story though.

It eventually righted itself after about 10 restarts.

Nevermind the many 'variations' every minute of the day being rewritten constantly to infect as many PCs as possible to Zombie them, grab personal info, or just for the LOLZ. I HIGHLY reiterate, install a AV and run manually Malwarebytes monthly whether you believe you been safe or not, it is surprising what happens 'in the background' without trying.
