Port Connection Timed Out

Hello, whenever I try to open any port, it doesn't work. canyouseeme.org says that the connection timed out. My router is a Netgear WNDR4300, I have made a static ip, disabled windows firewall, called my isp to make sure they weren't blocking it, and I'm certain I don't have a 3rd party firewall. I'm completely stumped on what to do and I could really use some help. Thanks

Hello... You need to add them to the Modem/Box (save&exit) AND to your Windows OS... What are the Ports?
1) Can you post a picture of the MODEM screen here, where you did this?
2) Can you post a picture of the Windows screen here, where you did this?

I don't see internet properties in the Device Manager.

The "automatically detect settings" box was already checked.

No red lines, and I am using an ethernet connection.

The problem isn't an internet connection, the problem is I cannot open ports on my router.

Yes, I know the port number, and it is TCP/UDP and I have forwarded them. Still nothing, it wont open.
