Port Connection Timed Out

My router is Epon Onu 1ge and whenever i try to open a port it says "connection timed out" on canyouseeme.org. I contacted my ISP and he supposedly fixed the issue but it's still there. I have a static ip and when i disable windows firewall it says "connection refused". What should i do? Thanks in advance.

What port is it? Many ISPs block ports 80 and 25 be default.
If you disabled the Windows firewall and the message changed to 'connection refused' then it sounds like whatever is supposed to be listening for that port isn't working properly.

Actually port 80 is open, but ports like 11155 or 7777 aren't.

What operating system are you using?
Is Apache, IIS, or whatever is supposed to be listening on port 80 actually listening? Why are you also referring to ports 11155 and 7777?

I would be weary of just opening ports because someone tells you to. What are you trying to accomplish overall?

Im using Windows 10 and when i go to canyouseeme.org and i type port 80 it says it's listening (I haven't opened port 80 btw) and port 7777 is for Terraria and 11155 is for Tunngle.

I need port 7777 and 11155 to be open. The port scan said that both ports are stealthed. I really don't know why port 80 is open.

So you'll need to forward those ports (in your router) to your computer. Look for port forwarding in the router.

Yes i've done that and i'm sure it's 100% correct because i've checked it over a 100 times. I even contacted my ISP and he said that the ports i'm trying to open are not blocked by him.

Well, if he is correct, and your router is forwarding those ports, then it's your computer blocking them.
Do you have any other security software that may be blocking ports?

I have windows defender, malwarebytes and windows firewall. My ISP even came to my house and forwarded the ports himself so i don't think that's the problem.
