Question Port forwarding issue

Hello, I was creating a minecraft serwer and couldn't get the port 25565 to open. Im on a pppoe connection and this is my port forwarding configuration:

Is it possible that my isp is really blocking port 25565? Also I want to add that on the port checking website my external ip is slightly diffrent then on whatsmyip (xx.xx.xx.60 on the port check tool and xx.xx.xx.62 on whatsmyip) maybe this is the source of the issue?

The external IP should not be different unless there is maybe a NAT pool.
More important check the IP you see in your router on the wan interface.
If this is not the same as the IP as whatsmyip then you do not have a public IP and can never run a server
