It doesn't work in any application.
I've tried setting the external ip to 0.0.0.0 and 192.168.0.0.
Everything's allowed though windows firewall.

Didn't have issues before switching isp and getting this router.

Try a much simpler configuration. Use the DMZ option just to test and point that to your PC. That will in effect port forward all ports.

Next check the IP your router says is on its wan port and compare that to sites like whatsmyip. If the ip is not the same you will never be able to port forward because there is another nat router in the path.

Port forwarding is kinda tricky sometimes. It can be your machine is actually getting the data but not responding correctly. It can be the firewall but you have that disabled but it can be the program itself that is listening on the port. It the program does not respond the port will not be considered open. What you may want to do is actually block the port in the firewall...

If everything else continues to look fine but not work I would use the brute force approach and load wireshark on your machine. This will let you see all data coming and going from your machine. It can be overwhelming for new users because of the amount of data but when you get to no other option it will let you know for sure if you are getting the data or not and if you are responding.

Tried DMZ.
There's another nat router in the path i think.

IPv4 WAN
IPv4 Address:100.125.152.216
IPv4 Subnet Mask:255.255.252.0
IPv4 Default Gateway:100.125.152.1

My public ip is different, yeah.

Yup addresses that are in that block of 100 ip addresses are what is called carrier nat. They work the same as private ip address but are in a way reserved for ISP to use. Mostly you see this on cell networks but other ISP that have IP shortages use them also.

Pretty much unless they will give you a public ip for a extra fee. There used to be some vpn services that offered public ip but I have not seen them in a while. They were costly so I suspect it is easier to get a small virtual server in a hosting center and load your own vpn server. Since you get a public ip when you rent a server you could use it for vpn but it likely is not cheap.
