Port Reset Failed?

After unplugging my MP3 player earlier today the 2 USB 3 ports on my system are not working- I've tried plugging in the MP3 player back in, plugging a mouse and a USB drive in, none of them are working on either port.
I did some digging and tried A) using device manager to uninstall all USB Controllers, then restarting, when that didn't work I tried B) ejecting the drives manually with USBDeview, which didn't work either. This is what the Deview looks like:

The top 13 port switches between grey and pink about every 15-30 seconds even after ejecting, and the bottom port 16 also flashes pink about every minute. Error codes coming up in device manager are codes 43 and 45 (device manager is also cycling between nothing and 'unknown USB device').

The computer in question is a Surface Book, so I am unable to try the other recommended option of powering off and removing the battery.
Is there some other way to force eject and force a reset? Is there something I'm missing? Is this something an OS reset will fix?

Update: I disconnected the Surface Tablet from the base for a few minutes, reconnected, used it for about 30-45 minutes and then went to sleep, putting the surface book to sleep mode as well. Got up this morning and checked USBDeview, 'Surface Keyboard' and 'SuperSpeed USB Hub' were now on the list. Port 16 had disappeared, one entry for port 13 was showing green and another was showing pink. Disabled the pink entry. Everything appears to be working now.

It appears this was some hiccup that was remedied by resetting the Surface Tablet connection and not resetting the USB port itself. To other SB users: in addition to restarting always be sure to redock the tablet if you're experiencing problems! ;P
