Port still blocked after Port Forward

I'm trying to create a minecraft server using the port 25565. I had the port working earlier but restarted my router because i thought it wasn't working (on canyouseeme.org it said that the port refused to connect and people said that was a good sign because it wasn't assigned to a task yet and when you do it will work).
Anyway i restarted it and i redid the port forward (my ip changes every time i reboot my router) and the port wouldn't open, restarted it multiple times to no avail.

Ok i just figured out that telus blocks ports and doesn't allow servers so this thread can be closed

Solution
Make sure your minecraft server is running and no firewall on that machine is blocking it. Run nmap -sV on your network to see if your server is listening on that port.

The ISP might be blocking the ports and with no static from them you will need to keep telling your friends the ip.
Make sure you only have 1 router. If you nest routers the port forwarding needs to be setup twice.
Make sure to use a fixed lease by mac address in your router for the pc running the minecraft server.

whenever i run the server it cant bind to my port that is why i believe its closed also how do you run nmap -sV
im also confident windows firewall isnt blocking it i set a rule to allow it and allowed java full perms
