Question Portable HDD not detected on one laptop, but my other laptop detects it ?

My WD Passport 1tb HDD doesn't show up on my toshiba laptop but it does on hp laptop (but still it shows usb is not recognized sometimes).
Tried changing usb cable but still same result , any thoughts?

On both laptops in Device Manager is the "View" tab set to "Show hidden devices"?

Does the HDD have its own independent power supply or is it running (or trying to run) solely off of the respective laptop's USB power?

Do you have an independently powered USB hub that could be used to power the HDD?
