Portable PC with monitor in it

Ok guys, so my idea is buidling the something like all in one PC, but from used parts.
My plan is to get some PC case and put monitor to act like its side.
I think that should work, but only problem is that-for example 19 inch monitor "fits" side of ATX case- but PSU is not allowing it to fit in. Is there any workaround for this problem?
Shoud I use smaller monitor (even though only smaller is 17 or 15 inch and I think that won't help much).
Should I try to find some small PSU?

P.S.: One more question is, can I use pcie x16 card in x1 slot?(PC won't be used for gaming or any hard work)

That's called a laptop.

If you wish to use 'desktop' parts, that called a 20lb laptop.

This is entirely up to your DIY skills.


Or...
A regular case + PC inside, and heavy duty velcro the monitor to the side of the case.
 


Yeah I don't want to get laptop because of overheat problems and for same money I can get better PC;
Could maybe try to find mini-atx and ITX motherboard but can I use ATX PSU in mini-ATX case?
