How is it not quiet?
The two stock fans in the Bitfenix Prodigy shouldn't be too loud, and while the Hyper 212 EVO may be a bit loud, it shouldn't be too bad. If you really want as quiet as possible, grab the Hyper 212 Plus: http://pcpartpicker.com/part/cooler-master-cpu-cooler-rrb10212pg1

you cannot use a vertical air cooler for a portable build, it will very likely snap off the motherboard mounts.

Yes you can, as long as you are careful with moving it.
Also, I completely forgot that the build I posted has a blower style fan, which can get loud. Also, the EVGA card increased in price, so you should just get this one: http://pcpartpicker.com/part/msi-video-card-n760tf2gd5oc
It's currently cheaper than the EVGA card and quieter.

And it is pretty hard to find a fast computer for your price that is very silent, if you can stand a bit of noise then you can get a great computer Also Sapphire's Vapor-X stays cool and quiet so you can check it out. Also if you want quietness then OCing is not a great choice.

@OP: Microcenter can ship GPUs. But anyways, I posted a better GPU that is quieter above, so you don't have to order off Microcenter.
@CAaronD: He won't be able to find a good laptop under $1,000 that can do what he want relatively well.
