Question Portable SSD drive not recognized unless through a hub

Can someone explain this to me? I have a SanDisk 1TB portable SSD drive with a USB-C connection. When I try to connect it directly to my Win10 laptop with a C to C cable (and yes, it's data-capable), the device is not recognized. But if I use my USB-C hub and attach the drive to it with a C to A cable to an A port on the hub, it works. Or if I connect it to the one USB-A port with an A to C cable it works. Why is it not recognized C to C? Could it have something to do with the drive being exFAT?

Is that a powered hub? Could be a power problem.
 
No. Only power it's getting is through the USB-C connection. It also doesn't explain why if I use a USB-C to A cable and hook it up to my one A port on the laptop it's also recognized. It's only when trying to make a C to C connection that it's not.
