Rares are easy -- 55 rares, so each should appear twice on a 110 card
sheet, making each card really R2.

Uncommons similarly so; there are two that have extra rules text, but
those are only in precon decks, so that leaves 55 uncommons for
boosters -- all U2s, therefore.

Commons are a mystery. 85 commons (not counting the five with extra
text), not really dividing into 11 or 110 in any easy way. My *guess* is
that three cards are repeated, making for an 88 card sheet, but no one
has done sufficient statistical analysis to determine which three cards,
and no one outside of WotC has ever reported seeing an uncut Portal
sheet to confirm anything.

Whatever it is, it's weird, but not so nearly weird as Visions and
Weatherlight.
