Ports accessible from localhost only

Recently, I decided to set up a Minecraft server.
Before that, I had known that my IIS web server isn't working properly, I had just ignored it because it wasn't used anyway.
"Working improperly" means that it's inaccessible, even though it is correctly port forwarded and
was working just fine some time ago.
It says that the port is open from the localhost, but from the external IP it is not.
--> I can access my ports from localhost, but not from my external IP.
I cannot even ping it.
I have tried resetting my router to factory settings, have tried resetting my network in Windows 10,
and so far I have achieved nothing.

Solution
Make sure to have minecraft ports forwarding in your router/modem and allowed through local windows firewall.

If it is still being blocked, check your anti virus program to make sure its not blocking it.


Yes, that was all done before, and I even made sure it's correct.
I don't use any antivirus, even Windows Defender is disabled. I have added exceptions in the firewall rules.
They are also correctly forwarded.(Or at least seemingly)
 
You can try to download something like TCPView and make sure you are forwarding the proper ports.

Aside from that it could also be possible your ISP is blocking the port from the backend or on the modem. Are you using a router with your modem? Is the modem in passthrough or bridged mode? etc...

Yes, there is a modem, the cable coming from the ISP is connected to it, and from there the ethernet cable is connected to the router, from which there are 2 connections, to 2 separate computers.
It was all working fine some months prior, just didn't care enough to fix it.
Both the web server and a Minecraft server were running then.
Do not think the ISP is blocking it, but I'm gonna take a quick look at it.
 
Well as I stated earlier. If you have a router and a modem. The modem needs to be in passthrough or bridged modem. All the modem should be doing is passing traffic down to your router. If it is not in passthrough or bridged mode, you could have a double NAT in place which would easily cause this issue.
 
As far as I know it does just that.
Forwards the internet connection to the router, along with the cable TV to the TV.

It's some cheap thing, and I cannot access it like the router.(via a gateway like 192.168.0.1)
I haven't changed anything since it was working the last time, and even if Windows did the thing it is good at and *f*-d it up, I reseted it. So the ISP might have started blocking it recently, though I'm gonna try to find out if that's the case.
 
An interesting thing happened... all is working fine after I slept a night on it.
Yesterday I reset every network and restarted both my modem, router and PC, yet the effects just show themselves now.
