Ports left open slowing download speeds?

My ISP told me I have a runaway processor leaving ports open. I admit I know nothing about networking, but I do know a lot about computers. So I am very confused there's no way a CPU can cause that. I feel like the information got passed along wrong between the supervisor and the technician.

Ports being left open seems to be plausible though right? I just have no idea how to remedy that.

The problem can be recreated by loading up something like a twitch.tv vod. After awhile my speeds go from 30+ to anywhere between 1 and 15. Restarting the modem or PC fixes it.

By they way they came to this conclusion after hooking up another PC to the network and recreating the problem. Both PC's get slowed down, but after turning off my PC the other one returns to normal. So the problem does seem to be with my desktop PC.

I've never heard of open ports causing a slow internet connection. I run a VPN and FTP server at my house and never experience any slow down from it. I also agree with you that a CPU in no way can cause open ports. I might try looking in the network adapter settings on your computer and checking if your network card has any driver updates.

No drivers updates available. At first I thought it was just the website twitch.tv just eating up too much bandwidth, but my laptop doesn't have any issues. So right now the only solutions in my head are reformatting, and if that doesn't work buy a new motherboard.. I'm hoping there is an alternative out there.
