Recently I have built a PC with the following specs:
Ryzen 7 5800x @3.80Ghz
32.0GB of G.Skill Trident Z @3200 Mhz
ASUS TUF RTX 3070 OC
ASUS ROG STRIX B550-E Motherboard
I have been getting these weird texture abnormalities which could possibly be articfacting. Here are some of the games I tested:

I brought in my PC to my local Memory Express so they can run some diagnostics. They told me they ran 1080p & 4k stress tests using Cinebench and told me they saw now signs of artifacting.
Fortunately, my friend also has the same GPU as I do. I first tested my pc on his monitor and cables to see if it could possibly be a cable or monitor issue but it was not. I tested using his GPU on my build and everything looked normal when I playing it in-game.
