I have bought and assembled this computer about 5 days ago, all worked good. Now I have installed BF4 and ran it on ultra (AA off because I just prefer it to be off) and it runs smoothly at 60 fps (the lowest was 35 fps; and it wasn't for long either).
All went well until I've stumbled upon this:

http://i.imgur.com/QctFZoC.jpg (I have first filmed it on fraps and then screenshotted it because it was too hard to time the screen shot with the light flash in-game).

Few notes to go along...
*This has only happened on that area and that area only (so far in the campaign; haven't seen anything like this anywhere)
*When I turn my back on that light, there is no more of that bug
*This only happens when the light flickers, otherwise I don't see anything.
*temps are (Ambient temperature at 23 C or 73 F and also I've put a huge fan on the side of my case for extra cooling)
CPU: 59c
GPU: 62c

So what is going on here? are those artifacts or....?

Correct. I think you can rest assured that your card is performing properly. The visual glitch was just a visual glitch in the game.
I would say it is a minor game glitch. Best way to tell is try some other games or use furmark to stress for 15-30 minutes. If your gpu has an issue furmark will show artificing on the screen within 30 minutes, usually. You have to keep an eye on it though to actually see if there is.

How does one spot artifacts?
Will it show on a message if there is artifacts? Will it take a picture in case there is? Is there a log saying everything that has happened since the stress test? Or I need to look closely at the screen for 30 minutes. Also, how would they look like, these artifacts?

Furmark will display a constantly moving image, much like a visualisation from Media Player or Winamp. It will be running your gpu at 100% so if there are any problems you will notice white lines or breaks or other minor visual glitches. Like I say you have to keep an eye on it and run it for 30 minutes.

I just installed the program and ran it for 10 minutes
my gpu temperature max was 69 c, FPS was 49~58, and usage was constantly 98~100%

So far I did not notice any problems, any glitches or any symptoms of artifacts.
You sure I have to run it for 30 minutes? I mean, if my video card really did have artifacts would have I not noticed them before?

You are probably being paranoid. I get like that with voltages and temperatures. If you want proper peace of mind run Furmark for 30 mins, checking it after 15.

Given that it is only one light in one game in one area I would lean towards it being a single graphical glitch that you should pay no attention to. But like I said if you want to know for sure there is method.

It's one of those little bugs you see in most games if you get really close to an object, particularly a light source.
Some games are worse than others: Metro 2033 Redux on my system can't seem to spot a NPC and I often end up walking right through them...Which is very weird.

Ok so I've ran furmark at my native resolution full AA (I disabled burn-in because...Well I don't know, scared I guess) for 30 minutes and 9 seconds.
I did not notice any anomalies, nor anything suspicious. Everything ran exactly as it should it.
So this clears out the idea of artifacts right? If anything was wrong with my card, it would've already shown during the test correct?
