So for a few weeks I noticed that my computer would randomly shut off, I checked the temps, the power supply "rails" etc etc everything is fine. Well today it wont come on but if i moved the cord a bit, it will power up but as soon as I let it go, it shuts down. Also I am hearing a hissing/crackling noise from the power supply connection point (where the cord goes into the PSU) when I move it around.

Bad cord or something wrong with my PSU? Any thoughts?

Solution
I would change out the cord, do you have another or can borrow one from somewhere?

If it solves the problem you're good (and it really sounds like the problem), if not then your PSU is shot.
Try a new power cord. Its possible the cord has grown to have some play in it causing the connection to 'arch'. Likely the noise your hearing. If that doesn't fix the problem, replace the PSU immediately. The PSU is probably on its way out.
