Possible Bottle Necking/Thermal Throttling?

So, to start off im still rather new to the pc building world, so i apologize ahead of time.

I should note this screenshot was taken with Fortnite running in the background, and it had been running for about a half hour or so (i was playing just before this post)

Ive been playing on this computer for about a year now. Its never been blazing fast by any means. Though i feel it should perform mildly better at minimum, than it currently does. I currently run most games (fortnite, and games such as CS:GO) on bare minimum settings (without changing resolution) and seem to barely be able to get a stable 90-100 fps, often dipping below 60 for brief moments. While i know this sounds nitpicky, and I very well may be, i just thought that with my specs i would have slightly better results. If im wrong, so be it, i just figured it would be better to ask than assume. Any help is much appreciate!
 
Solution
With a 1050 and 8300 you're running exactly as I'd expect on those games. There more single core dependent and that cpu is weak single core, and the gpu is the absolute bottom of what is considered a gaming card

Awesome, Thank you so much. Are there any sizable upgrades i could make without putting too much of a hole in the wallet? Seeing as it seems like ill be changing out both parts? if not both + a new motherboard?

Awesome, thank you so much! just as a follow up, ive heard alot about the new RTX cards, but from what ive heard is that the rtx feature isnt really worth it, is the performance still worth it even without rtx active?

Also, AMD is supposed to release new cards the first part of this year. You could do the rest of the build and see what those cards look like. Also, if you need to save money, I think Nvidia is releasing an rtx 2060 supposedly for 350. Some reviews are saying performance similar to a 1070ti. Might be worth seeing what those look like.
