Possible Bottleneck by Windows 7 in Battlefield 4?

I7 2600k @ 4.1Ghz
Nvidia GTX 690
8GB Ram

I've read that Windows 8 with DX11.1 gives BF4 a boost with CPU performance compared to Windows 7.
I've seen my CPU sit about about 65%-75% usage when playing in Ultra, and I'm wondering if maybe I'm bottlenecking my 690?
No other game gives me problems with performance, but I've read people have had huge performance gains upgrading to WIN8 on BF4. (Actually seeing their CPU jump to about 70-90% usage)
Anybody have any good source on this or maybe some experience?
If the performance is that good, I might jump into WIN8.

I have seen some increase in gaming performance with Windows 8.1. I do not think it is a huge jump but there is some. That and the fact that almost every game and app start faster than they ever did on Windows 7 to me makes it a win not to mention the faster boot time. Personally Windows 7 is outdated and obsolete.

It depends on the settings and the GPU. I don't think that you are having a bottleneck, so maybe you should try WIN8.

I mostly play the Battlefield series and I'm hopeful I'll see smoother gameplay.
I'm sure future Frostbite games will benefit from Win8, so I'm going to go for it...
