Possible Bottleneck On Gpu

Well after a long awaited time my wife as convinced me to get back into pc gaming. So i Dusted off the old pc and tried to save what i could and Upgrade what need to be upgraded.The system as it sits is a Amd Fx 8150,8 Gig Ram 1600MhZ,Asus saber tooth 990fx motherboard,Msi Gtx 1060 6gb OC edition, 1tb HD and 512 SSD and Fresh install of windows 10. The issue that i am having is that in most games i am not seeing over 40-55Fps in titles like world of Warcraft,ARK,Battlefield,And SWTOR. The settings need to be keep on medium or lower to Even stay at a playable Fps. I am playing on 1920x1080 at 120HZ. Do u think its possible that i am bottle necking my GPU with my CPU? Any help is appreciated
 
Probably. The system is only working to the full potential of the CPU. Chances are the usage for your 1060 are below 40%.
Best thing you could do is to get a CPU upgrade. Any FX processor will probably bottleneck with today's graphics units.
Maximizing your graphics settings will make your GPU work harder, potentially giving you more FPS. Putting it on lower settings just allows it to slack off even more than it already is.
 
Use MSI Afterburner to monitor your CPU and GPU usage while you play. If the CPU is always above 90% while the GPU usage never gets that high, then you know you're being limited by it.

You could also test it by running a game at medium settings, 1080p. Note the framerate. Now run the same game the same way, except at 720p. Did the framerate go up by a lot? If no, this means the CPU is holding you back. Everything else being equal, the lower the resolution the higher the fps should be, unless your CPU is already working as hard as it can.
