It would seem that you are considering a refurbished desktop pc.
You can get them very cheaply and with windows included too.

Mostly, they do not include any sort of a discrete graphics card for which you should budget at least $100.
You can use a graphics card as good as a GTX1050ti which runs on slot power only.

For the one you linked, that is probably stronger than what the i3 cpu can drive well.

A few things:

1. PcPartPicker.net is a far better tool for this, and it'll make price matching much easier, should such matches exist. It also gives some basic compatibility hints.

2. It seems you're missing some critical parts.... like a motherboard and RAM, which would explain why your PC is showing at such a low cost. Also, be cautious where you're getting Win10 from. That price is very low, and if it's from a key reseller like G2A or Kinguin, you're likely to run into troubles since those keys are often not sold or legally acquired.

3. Where are you buying this? What currency?

the desktop comes prebuilt with cpu, motherboard, ram, and windows 10 and i just want to insert a gpu and new power supply.

The GT1030 is overpriced graphics card.
I would suggest you to get a used graphics card they are more powerful and cheaper than a new overpriced gt1030.

Also gt1030 was not to ment for gaming because it is a GT and for gaming you need GTX or AMD RADEON HD graphics card.
