Possible CMOS problem

I have searched pages and pages on this site and other sites and I have yet to fix my problem.

First off my Specs:
AMD A10 7700K
GIGABYTE GA-F2A88XN-WIFI FM2+ MITX
Patriot 8GB 1866 RAM
EVGA GTX 670 FTW
EVGA 550GS PSU

I cannot get my PC to boot. Sometimes if I just boot with just the RAM I can get to the BIOS. I have gotten the opportunity to install windows to my HD but have not had that opportunity to since. I have taken out my CMOS battery and let it sit for about 10 minutes, nothing. My boot process has been turn off pc completely, take out power cable, short CMOS with 0 power, plug cord back in, flip switch to on, short pc to turn on. Fan turns about one half turn with click sound and then dead.

Before you ask:
1. Motherboard standoffs: Not even in my case so no issue there and even if i put in my case the problem is the same.

2. I am on my second motherboard, 2nd CPU(APU), I have used 2 PSU's (second one is a Corsair RM750 on my primary PC), RAM clocked at 1600 and 2133 (2 different sticks).Tried 2 graphics cards (Both EVGA 670 FTW's)

I am open to any suggestions. I have run out of idea's and things to search on the web.
