Possible CPU blown?

I incorrectly installed my heatsink (switched from stock heatsink to a liquid cooling) and after about 5 minutes or so, my computer shut off. The heatsink casing had burns on it, so im assuming my cpu was blown. I tried to boot shortly afterwords, and all the LED's and fans come on very shortly, but immediately shut off.
Is my cpu completely screwed, or will it be able to cooldown and be able to boot back up?

Oh, and my computer is currently not in a case, since I was testing if the heatsink was working properly

Was running Prime95 and then the computer just shut off, no bluescreen of death or anything. Last I saw was the Temp going up to around 65 degrees C.
 
Seemingly everything is correct, and I was using Prime 95 v26.6; it was a reccommended program to make sure for stress etc.
I have the latest bios. I discovered my heatsink had no Thermal paste on it........ and I'd rather not try to start it up again until there I get some on there
