Possible dead HDD

On booting up, the screen will typically go through the Bios prompt screen then goes black for a second then the words "Reboot and Select proper Boot Device or insert Boot Media in selected Boot device and press a key".

In the BIOS it would detect my hard drive and I was also able to boot DOS from a USB and use software to check my HDD for errors and the in depth check said there were errors and supposedly fixed them. But the same "Reboot..." Screen appears. Could this be a problem with my HDD or mobo?

-the hard drive is being picked up technically but that screen still pops up.
-Earlier it would partially boot windows and then freeze during boot up.
- I got a new HDD and plugged it in (blank) and still boots to the "Reboot..." Message which could be normal for blanks but I don't know. I have a new copy of windows but want to make sure it's not my mobo before I open the package and waste a hundred bucks.

My hard drive is a 1.5T WD 15EZRX Green

It sounds like you have a corrupted windows install. You can try windows repair if you have a disk, and you can try to use a usb install of linux to recover what you can from the hard drive then try a fresh windows install.

At the end of the day a new install of windows will more than likely be needed. But you will also want to consider possibly replacing the hard drive because it could also be a bad sector that can not be recovered, causing the same issue down the road after a new install.

Perfect opportunity to get yourself a nice SSD drive, the speed difference between that and a WD Green drive is huge. Once windows is installed on the SSD you'll then be able to access the WD green drive and see if there's a problem with it
