Question Possible defective MSI Ventus 3080?

I ordered a MSI Ventus RTX 3080 from Newegg about a week ago and finally put it in my PC today. However, when I powered on my PC, the graphics card wouldn't display video nor would it turn on (fans would not spin). Despite doing pretty much everything in my power to troubleshoot (changing cables, slots, etc), the GPU simply wouldn't work. Is this a sign of a defective GPU or is there something inherently wrong with my build?

update the Bios of your motherboard
reset the BIOS by jumper

all power cables connected to the PSU and GPU?

connect the video cable to the motherboard, does the nvidia card show up in device manager?
