Question Possible GPU cooler bad or low?

My brother is pretty new to this stuff still said he was hearing a odd noise so looked around saw his cpu idle temps were a little abnormal so I fixed that. Now his gpu watercooler is a bit louder and temps are higher around 70c idle I can see the pump is working and can hear it pretty well. At first I thought a bubble but the temps wouldn't be that high so I'm wondering if it's the pump or it's just got low of liquid. The cooler is the Alphacool Eiswolf 240 GPX Pro and the card is the 2080ti fe
