[SOLVED] Possible GPU problem on GTA 5 shadows

Is it bad game optimization or is this by the gpu? My GPU is MSI Gaming X Trio GTX 1080 Ti and on GTA 5 everything is maxed out at fhd 144hz. This long glitchy happens only on GTA 5.
Also, sometimes sky is flickering but it's barely noticable...

Any solutions?

If it is just happening in one game my guess would be that recent driver changes have caused it.
