Possible Hardware Failing Issue

I've lowered my problem to a possible hardware error. After doing a clean-install on my PC I am still lagging on my tasks such as every game.
SPECS:
GIGABYTE G1 Gaming GA-Z97X-Gaming 7
MSI Radeon R9 390 8GB
Corsair Vengeance LP DDR3 2x4
i5 4690k

The entire system is slow. When I attempt to play games I have to play at low and I am still lagging. I used to play on Ultra and get 60+ fps.

Well quite frankly only programs running are steam skype and cs:go.
I have nothing installed or any malware since i just did a clean-install...
 
It's kind of weird. With the temperatures you listed only getting to 48 degrees, you aren't pushing the system hard. You have fresh drivers with the clean install, so I wouldn't say it would be a driver issue, however, checking for newer drivers never hurts....

Only other thing I could think of would be windows update working and that is chewing on your hard drive. That would slow you down.

Just checked all drivers, no updates needed.
