As mentioned in the title is it possible to overclock "Kingston Value 16GB Module - DDR4 2133MHz Single Stick"

Because i'm planning to BCLK overclock my i5-6400 w/ Gigabyte GA-Z170N-WIFI in my future PC build.

Yes, it is possible to overclock the value RAM. You should try different settings and see what are the best for your RAM.
Once i had Kingston Value RAM 1333Mhz DDR3, that thing was a beast , it overclocked to 1886Mhz with very little bump in voltage and with very good timings.
Now i have Kingston Hyper X Fury 1886Mhz DDR3 and it wont even go past 2133Mhz no matter what i try. It all depends of the RAM.
Yes, you can but they wont oc as far as better ram kits but honestly, why would you? Any performance increase you're going to get is going to go unnoticed and push this specific components for something that's negligible.
