Possible PSU/Fan issue

Hey guys,

Been running my new system (specs in sig) for about a month now and have encountered a problem; my 200mm front intake fan requires a manual start (i.e. for me to open my case and push the blades around) to power up and begin to operate. After I do that, it works fine until I next cold-boot. I don't know if its been doing this from the start and just didnt notice for a while, or its a relatively new thing.

You can see them twitch as if theyre trying and the LED lights come on, but the blades just wont start without help.

I new that I was running a little close to the mark power-wise when I put my system together, as Nvidia suggest a 600w PSU for a 980ti, but my 550w is an excellent model and runs everything else fine.

Does this sound like there's just not enough power running through my system for fan to start up properly? Or is it more likely to just be an issue with the fan itself?

Is this with only one fan,or with rest aswell,connect any other fan in the connector,in which the fan which is having problems is connected and check if the fan is running fine,if it's running fine, problem is with the fan itself.
