Possible RAM Issue

Hello, I am experiencing issues with my pc currently. Just upgraded from 2gb of patriot ram to 8gb (2x4) of cosair dominator 1333mhz. It currently will not boot windows 8.1 64bit and restarts right after splash screen appears. Thought it might be an issue with ram but then tried to boot windows 7 32 bit on another hard drive I own and it booted perfectly. What could be the cause of this issue?

Intel DH57JG Motherboard
Intel Core i5-661 3.33 ghz
Asus Strix GTX 970
Corsair 600M psu
Corsair Dominator 8gb (2x4) 1333mhz
Kingston 120gb SSD (Windows 8 64 bit)
Hitachi 250GB HDD (Windows 7 32 bit)
WD Blue 1TB HDD
LiteOn 24x CD/DVD Drive
 
32 bit windows can only address 3 gb of ram memory, which might explain why it does boot and the 64bit doesn't. Did you reset your BIOS after installing the new ram? Did you check your memory settings/timings in BIOS? Did you try to boot it with only 1 ram module installed?
 


32 bit = 4 gb max, but the pc would still boot if you had more installed
 
I booted with each module separately and neither booted the OS. I have reset my BIOS and checked settings, it matches the 9-9-9-24 latency and clock speed and is also set to 1.6v, the correct voltage of the new ram.
 
Just realized the 2gb of patriot ram that is currently working in my pc is 1600mhz ram, even though my motherboard and processor specs say only supposed to have up to 1333mhz, could this be the issue with the ram I am using?
