Question possible request eye saving software

I'd be interested in possibly a simple program that could prevent screen-related eye strain...

There are candidates out there (Eyeleo, Eye Saver) but the program I have in mind would emulate a 'blinking' screen i.e. a frequent, very short closure of the screen (for example an oval fade to black) imitating the human eye blink -

I am a layman when it comes to programming and would like to ask if there are legit platforms where one could pose such an app request?

Powershell may be an option to consider.

Script would run in the background. Likely to be a bit more complex in actuality.

There are quite a number of "platforms" for Powershell.

Google "powershell lock screen timeout" for other links and ideas.

I did note some related links that involved registry edits - not recommended.
