Yeah there are after install partitioning tools, just google it, see how it goes, partition E to another drive with 100gb and install windows on it, then boot from it and see how it goes. Also just for reference, how old is the windows installation on C: ? If it's like 3-4 years old, might be just that it's got old and slow.
There is definitely something wrong with that seagate HDD. those read/write speeds are nowhere near what they should be for a 7200rpm 64mb cache. The speeds on your WD blue look better, closer to what they should be but for some reason your 1tb is running like 6 times slower than what it should run.

the E: drive is slow thats ATA 66 speeds. have you tried removing the seagate drive and seeing if the boot times return to quick and peppy.
seagate has a test software that you can download and check the drive with. I would download it and test both drives with it.

It can take 10 mins or more until I can use the desktop from boot.. i dont mind.. but would an ssd be worth the upgrade or if theres a problem with the seageate maybe just replace that or both ?

Ive just ran it again and got this...

Ok so now it seems better, also I assume the windows is installed on the 465.7 GB hdd (C:) so the speeds of the seagate should not be an issue. Well you could try installing a windows on the Seagate and see how it runs, only then can you determine if the issue is within the hdd.
