possible thermal compound issue

so my HTPC keeps heating up to very high idle temps, high 60s. I've reapplied the thermal compound using the pea method about 4 to 5 times. here's the components

AMD A10-5700 APU
Cooler Master Hyper T4
Arctic Alumina thermal compound.

So i cant find out whats wrong here. I don't think it's the APU considering i have used it in previous systems and it has worked just fine. So that leaves the CPU Cooler and the thermal compound. any thoughts?
 


I used the same thermal compound, just re applied it multiple times.
 


HTPC, probably in a tiny cramped case with crap for intake and exhaust fans. Doesn't matter what kind of cpu cooler you have if the case is full of hot air now does it?
