Steam has been pretty buggy on my C: drive, and I wanted to move it over to one of my SSDS, can I do this without moving like 80 games along with it? Edit: The problem is that I'm getting 0 bytes per second for downloads.
You should be able to uninstall Steam and reinstall it someplace else without affecting the Steam library. In the new installation, make sure you add the old library location.
Drag steam files from program files into your newly created folder.
Rename the old steam folder to notsteam
See if the games load properly without any additional changes.
If it doesn't, you can switch the filename having not lost anything.
If it does work, delete the old folder.
