Possible to put drives to sleep upon boot?

Hello,

I have three hard drives, and wondering if it would be possible to put the second and third drives automatically in sleep mode when booting up.

In Windows 7 I have set them each up to sleep after 20 minutes of not being in use but when I boot up all of them run and the vibration and noise is driving me insane.

I am also curious if this is possible. I also want to know if it is possible to put an external hard drive to sleep. I have a 2tb usb 3.0 seagate drive that will not ever turn off, even when I shut down my computer the drive keeps spinning.. I don't want it to die lol.
