That will only tell the time/date that that specific folder was created. It's not necessarily the same as when the disk was formatted or the filesystem was created as it can be deleted/recreated long after the filesystem was created.Have file explorer set to view hidden and system files.

You beat me to it.I suppose we could look at the dates of the master and backup Fat in the meta-data then. $MFT and $MFTxxxx
You'll need a utility to parse the hex though.
