I have a laptop with a GeForce 1060 and an 8th Generation Intel® Core™ i7-8750H Processor (6-Core, 9MB Cache, up to 4.1GHz w/ Turbo Boost). I was wondering if it would be possible to upgrade to a 2070 or buy an external gpu to replace the 1060. I do not have the money right now to build a whole pc and I am looking for a cheaper option to get a better graphics card.

No you can't upgrade your laptops Graphic card. In most cases the laptop's GPU is integrated with motherboard. You can use a external graphic card but it's a complicated process, so i won't recommend you to do it
