Possible to watch movies in 720p Using ATI X1650 Series?

I have an old ATI X1650 series card and a 37" Toshiba 720p television. My PC is connected using a DVI to HDMI cable. I downloaded the latest version of ATI's catalyst control center and tried watching some TV shows in 720p, but the framerate was really bad and the picture was choppy. Anything I can do to rectify this or is the video card just too damned old?
 
You'd be really surprised at how little graphic cards have to do with HD video playback - especially older cards and smaller videos (if I dare to call 720p "smaller"). This is most likely a problem with your CPU and maybe CPU clutter (like antiviruses and defragment software).

Could we see what CPU you're running at what speed?
 
Lets see, I typically use VLC player. I have 2 GB ram with a P4 1.6. Like I said OOLLLDDD

Only anti-virus software I use is AVG

Don't know which X1650 it is but it has 512MB
 
Well, problem solved. Get a new CPU. Even if you had an overclockable motherboard (which I doubt) there's no way you're going to get the desired performance out of that pentium4.

It's not your graphics card. My old p4 3.0ghz plays 720p fine with a 7600 GS.
