pc is custom gaming rig, outdated and built 7 years ago but should run alot better. specs are mobo- Asus M3A78 AM2 socket. CPU- AMD Athalon 64 X2 6000+ windsor 90nm Technology. Ram is 8gb dual channel ddr2 gskill ripsaw (5-5-5-15). GPU-nvidia 650 Ti ASUStek 1023mb running a PX-50xm5 NEC 50in plasma screen at 1360x768 res 60Hz Frequency. HDD- WD 1TB WDC WD10EALS-00Z8A0 ATA Device (SATA) this may be junk by todays standards but it should be alot faster than it is. i feel the mobo may be restricting or bottlenecking via front side bus. Any professional opinions welcomed. and thanks in advance for any help i may receive.

Solution
I think it is your cpu, because it is already running at almost the full potential speed of the Windsor core. You can get the better cpu like Phenom IIX6 1090T, Phenom IIX4 955. Here is the cpu support list. http://www.asus.com/Motherboards/M3A78/HelpDesk_CPU/ If you want to get other better cpu, make sure get the aftermarket cpu cooler for ocing.
