POST/BIOS screen garbled/corrupted text

Hello, I've been googling for an answer but nothing really helps me diagnose my problem exactly, so hopefully someone here can help me out.

My computer recently crashed, and upon restarting, the POST and BIOS screen both show corrupt and garbled up text. Afterwards, the Windows startup splash screen comes on, then blank afterwards.

I'm done a System Restore with a previously made Image but that has not helped. I've also changed my monitor as well (naive hope really).

The odd thing is, if given the option to start in Safe Mode, Windows is able to load without any graphical or text anomalies. Even the menu where you get to choose between Safe Mode and etc appears fine. The issue seems confined to the POST and BIOS menu, and preventing me from starting Windows normally.

I've tried clearing the CMOS. One friend suggests it is a video card problem, another friend suggests it is a motherboard problem. Not sure what to do next. Would Flashing the BIOS help at all in this situation?
