when installing certain printers (such as HPLJ4200) XP installs driver
automatically - installs Post Script driver. Is there a way to make XP
automatically install PCL driver? or Disable the the installation of the Post
Script driver?

You could try installing it manually before physically attaching the
printer to the port.
