Question post status lights

I have a Z790 PG Riptide board. I was using the computer when screen went black. Post status lights (2 to the left) CPU and DRAM stay on. Does that mean that the those two are ok but VGA is bad.

Motherboard ASROCK Z790PG
CPR i7 -13700K
600 watt power supply
DRAM 32GB DDR5 6800 (PC5 54400)
Graphics MSI GeForce GTX 1650
Disk Drive is Seagate SATA 2 TB

I purchased the Motherboard, CPU, and memory last of January, used my case and disk drives assembled and used with now problems for around 3 weeks. when it failed it checked with newegg who said that it was out of their 30 day warranty and had to go to the manufacture, Support at ASROCK had me check reset the BIOS and by the post status lights said the board was bad, I was given a RMA which I returned my board and they said it would be 5 to 7 days turn around which turned into 3 weeks, when I finally got the replacement board I realized that I forgot the take the plate the CPU fan screws into on my old board so had to replace the fan. just got everything together turned on and I have the same problem as before everytheing powers up but no post and only 2 light on the post status lights.
All components except Graphic card is new, used 3 weeks when failed. Just got the Motherboard replaced under warranty and having the same problem as when failed. What I wnat to know now is (are the components working okay when the post status lights come on). The manual says "It emits a red light to indicate whether the CPU, Memory, VGA or Storage is dysfunctional. The lights go off if the four mentioned above are functioning normally". The CPU and Memory lights come on and stay on but the VGA and storage never come on. does that mean CPU and memory checks ok but VGA failed?

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Will the computer boot into safe mode?
